COPENHAGEN, Denmark (AP) ? The 17 countries that use the euro have boosted their emergency funding for debt-troubled countries to ?800 billion ($1.1 trillion) ? an amount that falls short of what the currency union's international partners have said is needed to calm financial markets.
Of the ?800 billion, which eurozone finance ministers agreed Friday at a meeting in Copenhagen, only some ?500 billion ($670 billion) is actually still available. About ?300 billion is in loans that have already been used to bail out Greece, Ireland and Portugal.
The International Monetary Fund and others have been calling for a financial "firewall" of as much as ?1 trillion ($1.33 trillion) ? just in case the vulnerable economies of Spain and Italy needed assistance. On Friday, IMF managing director Christine Lagarde congratulated European leaders on their agreement, but didn't say whether it went far enough to guarantee additional help from the IMF.
"I welcome the decision of Euro Area Ministers to strengthen the European firewall. The IMF has long emphasized that enhanced European and global firewalls, together with the implementation of strong policy frameworks, are critical for ending the crisis and securing international financial stability," Ms Lagarde said in a statement.
Many economists, as well as non-European countries like the U.S and China, fear that further trouble in Europe could smother a burgeoning economic recovery in other parts of the world. Together, Italy and Spain hold more than ?2.5 trillion in debt and a default ? or even the serious threat of a default ? could pummel banks across Europe and spread panic on global markets.
But putting up large amounts to save some of its members is not an easy task for the eurozone. Rich countries like Germany and Finland face rising opposition against bailouts among their voters, while the finances of many other states are already overstretched.
Even reaching the overall ?800 billion capacity required a complicated patchwork of several old and new funds and loan programs. Ministers struggled to add up old commitments to reach a large figure to impress markets ? only to quickly explain its components to calm down voters worried about their tax money.
Of the new total, only ?500 billion is fresh money. And even that amount has to be built up and cobbled together over time, as the eurozone moves from its interim bailout fund, the European Financial Stability Facility, to its new rescue vehicle, the European Stability Mechanism.
The ESM, which will come into force in July, will initially only be able to give out some ?200 billion of its future ?500 billion loan capacity. By middle of next year, that figure will rise to ?400 billion.
Analysts said the agreement didn't come as much as a surprise, as it was closely modeled on a proposal made earlier this week by Europe's largest economy. "Today's decision is a classical European compromise. It was as far as the German government was willing to go and it was the minimum most other eurozone countries were expecting," said Carsten Brzeski, senior economist at ING.
The big question is now whether the new firewall will convince not only investors to keep lending money to vulnerable euro countries, but also get other large non-European economies to send new resources to the IMF. The IMF says it needs some $500 billion to support governments around the world in case the crisis intensifies again. The eurozone has already promised to provide ?150 billion ($200 billion) of that amount and other IMF members are expected to make a decision at a meeting in Washington in April.
France's finance minister Baroin was optimistic that the new commitments made Friday ? together with national efforts to cut budget deficits ? will be enough to get other countries to participate.
"I think when we had national political fiscal consolidation and our agreement from today, we have a strong position from a European zone for the next commitment in Washington in two weeks," he told reporters.
Earlier, Baroin, together with the European Commission, the EU's executive, had mounted a last-minute initiative to go beyond the ?800 billion, but that attempt was quickly put out by his German counterpart Wolfgang Schaeuble.
Afterward, Schaeuble couldn't resist a slight sting against those who had pushed for a bigger increase.
"My irritation over some stupid chitchat in recent days come from the pretense that the only thing that mattered was the firewall," he told reporters during a short break between talks.

China?s?online games market?is expected to exceed?US$9.2 billion by 2014 from US$6.6 billion last year, with?microclient version of games emerging?as a?trend and the number?of casual gamers growing across the region, research firms say.
In a study released Wednesday, Pearl Research noted that the growth in online games which include?MMORPG (massively multiplayer online role-playing game), casual,?social and Web games, grew 32 percent last year.?It pointed to strong revenue showing by Chinese game operators, where the top 5 companies made a combined US$5.3 billion in revenues. The list was led by Tencent at US$2.5 billion, Netease at US$1 billion,?Shanda Games?at US$838 million, Changyou at US$485 million, and Perfect World at US$474 million.
Pearl Research noted that microclient versions of games were growing in popularity. ?Microclient files are generally smaller, less than 50MB, compared to more than 1GB for a typical client-based game. This significantly cuts down a user?s download time of the game to under 15 minutes with a broadband connection.?The small size of microclient software is convenient and appealing to users, especially those users on game portals and social networking platforms,? it said.
The research firm also pointed out that a key growth market for China would be Web games, which were accessible and user-friendly. This segment was expected to hit over US$1 billion in 2013, from US$800 million last year.
Digital games to double in region
In a separate research note released Thursday, Ovum forecasts revealed that the wider digital games market for Asia-Pacific would more than double over the next four years to reach US$30.3 billion in 2016. With a?compound annual growth rate (CAGR) of 18 percent,?the region?s expansion rate was a healthy 2 percent ahead of the global average and it contributed?over half of global retails sales in 2011.
Neha Dharia, Ovum?s consumer telecoms analyst, said Asia-Pacific was already vital in terms of digital games retail sales and would?grow in importance in future.
?The region will drive the digital games market globally,??Dharia commented. ?The most significant retail sales contribution will come from the massive multiplayer online game (MMOG) sector, while the highest amount of growth in the Asia-Pacific market will come from mobile gaming.?
Dharia added that with more and more casual players entering the market, gamer numbers will grow faster than retail sales, resulting in the erosion of average revenue per user (ARPU). Casual and social games will be vital to growing the number of gamers and bringing digital games into the mainstream.
?There is a considerable split between Asia-Pacific?s developed and emerging regions,? the analyst said. ?This results in a higher level of ARPU in?South Korea?and Japan than in China, for example, which has lower ARPU due to a large gamer base and the relatively low cost of games.?
Ovum?s forecast for the Asia-Pacific market put the number of?online unique gamers at?over 1 billion in 2016, while there will be slightly fewer than 900 million mobile gamers in 2016.
Dharia concluded: ?The growth of digital gaming in Asia-Pacific will give service providers an opportunity to grow their revenues in the region. Telcos, in particular, could harness this growth by offering gaming-specific connections, or bundling mobile games with data access packs. In addition, shifting the distribution of payments offline could encourage the number of in-app game purchases.?

WASHINGTON (AP) ? Facing a conservative backlash, House Republicans are working to change a new law that allows the indefinite detention without trial of terrorist suspects, even U.S. citizens seized within the nation's borders.
Republicans and Democratic lawmakers said this week that the GOP majority on the House Armed Services Committee was weighing several proposals to revise the provision on indefinite detention that was part of the far-reaching defense bill that Congress passed in December and President Barack Obama signed into law.
Last year, Congress' approach to handling terror suspects divided Republicans and Democrats, pitted the White House against lawmakers and drew fierce opposition from civil liberties groups. The anger still lingers, and GOP leaders are under pressure from a number of rank-and-file members, tea partyers and libertarians to change the law.
"I intend to help put as much political pressure on this issue as possible," said Rep. Justin Amash, R-Mich., whose staff has spoken to the Armed Services panel. "I intend to spend a lot of time ? and I already have been doing so ? making the public aware of this issue so we can get the change we need to address it."
Officials for the committee led by Rep. Howard "Buck" McKeon, R-Calif., had no comment on the possible changes to be included in a defense bill, which could be completed this summer. The discussions are preliminary, but one possibility is greater review for those detained indefinitely, said Rep. Adam Smith of Washington state, the committee's top Democrat.
Conservatives fear that the detention provision could result in unfettered power for the federal government, allowing it to detain American citizens indefinitely for even a one-time contribution to a humanitarian group that's later linked to terrorism. They argue that would be a violation of long-held constitutional rights. Also disconcerting to the GOP is the reality that the current government is led by Democrat Obama.
Several Democrats also have criticized the provision as an example of government overreach and an unnecessary obstacle to the administration's war against terrorism, creating an unusual political coalition in Congress.
In the months since the bill became law, some Republicans who backed the legislation have been challenged at town halls and other meetings with constituents, a turn of events that unnerves the GOP.
"There clearly has been some blowback and that's what the Republicans are trying to address," Smith said.
The indefinite detention provision denies suspected terrorists, including U.S. citizens seized within the nation's borders, the right to trial and subjects them to the possibility they would be held indefinitely. It reaffirms the post-Sept. 11 authorization for the use of military force that allows indefinite detention of enemy combatants. In hopes of quelling the furor, lawmakers added language that said nothing in the law may be "construed to affect existing law or authorities relating to the detention of United States citizens, lawful resident aliens of the United States, or any other persons who are captured or arrested in the United States."
When Obama signed the bill on Dec. 31, he issued a statement saying he had serious reservations about provisions on the detention, interrogation and prosecution of suspected terrorists. Such signing statements are common and allow presidents to raise constitutional objections to circumvent Congress' intent.
"My administration will not authorize the indefinite military detention without trial of American citizens," Obama said in the signing statement. "Indeed, I believe that doing so would break with our most important traditions and values as a nation."
In February, the Obama administration outlined new rules on when the FBI, rather than the military, could be allowed to retain custody of al-Qaida terrorism suspects who aren't U.S. citizens but are arrested by federal law enforcement officers. The new procedures spelled out seven circumstances in which the president could place a suspect in FBI, rather than military, custody, including a waiver when it could impede counterterrorism cooperation with another government or when it could interfere with efforts to secure an individual's cooperation or confession.
But that's not sufficient for some lawmakers.
Smith and Sen. Mark Udall, D-Colo., have introduced legislation that would repeal the provision on indefinite detention and reverse the mandatory military custody for foreign terrorist suspects linked to al-Qaida or its affiliates and involved in plotting or attacking the United States.
"I will continue to push that bill," Smith said in an interview. "I know the majority is also putting together some ideas. They're very process-focused. ... I have not seen specifics of that proposal yet and we'll talk to them about it, but obviously I have a much stronger position on that and think that we don't need to have indefinite detention or military custody for the people in the U.S."
Amash is determined to change the law, using town halls in his district and the long reach of Facebook to get his message out. He said many Republicans voted for the defense bill in December after they were promised that legislation fixing the provision would be introduced after Christmas. He's still waiting.
"What I've seen from members of Armed Services Committee is basically an attempt to justify the language as it stands," Amash said. "And considering the extent to which they've dug in their heels on this issue, I'd be surprised if they're actually going to make a real and credible change to the language."
