1112 GMT: On that note, AFP's Charles Irwin is inside the athletics stadium today. He tells us:

"Grey skies and pouring rain open the day when Usain Bolt will either attain the legend status he desires or end in disappointment. Either way it will have to be something special to outdo the atmosphere of Saturday.

He adds:"Oscar Pistorius the 'blade runner' also reappears in 400m semi-finals but will be pushed to reach the final. Still the way these games ars going expect the unexpected!"

1108 GMT: London 2012 chair Sebastian Coe, speaking about yesterday's triumphs for Great Britain, has just told an IOC media briefing: "I think it was the greatest day of sport that I have ever witnessed".

1103 GMT: Entrepreneur Richard Branson just tweeted to British tennis player Andy Murray, who is playing Roger Federer for the men?s Olympic gold later:

"silver?s great. Gold would be magnificent! No pressure. Good luck!"

1058 GMT:The US?s Angelo Taylor, who is eyeing a third Olympic gold medal in the 400m , tweets: ?Just left chapel service in the Olympic village. I feel so good right now! I just want to give God all the glory!?

Athletes? spiritual needs at the Olympic Village are being tended to by a team of dozens of multi-faith chaplains.

1042 GMT: One of the greatest things about the Olympics is that it brings the little guys as well as the sporting powerhouses to the edge of glory.

To that end, the tiny Atlantic archipelago of Bermuda -- with a land area of 21 square miles -- saw its entire population of just 65,000 people on the edge of their seats yesterday as 27-year-old local Tyrone Smith became the first Bermudian in decades to reach an Olympic final, competing in the men's long jump.

Smith finished 12th -- but, according to his Twitter feed, his final jump (which he unfortunately fouled) was 8.2m. Had the jump been good he could have won the silver medal, doubling Bermuda's entire medal tally and officially becoming the island's most successful Olympic athlete of all time (Bermuda has won just one Olympic medal in its history, with boxer Clarence Hill taking bronze in 1976.)

Smith was hard on himself, apologising to his fans on Twitter, but Bermudians -- to a one proud and amazed that an athlete from their tiny island was able to compete on the world's biggest stage -- were having none of it. "Bro you made everyone proud," Euan Holden tweeted Smith. "Your an olympian keep your head up and your swag on."

1036 GMT: Britons continute to dominate the cycling, with Justin telling us: "As expected, Olympic sprint champion Pendleton blitzes the field in a new Olympic record of 10.724.

"Along with Australian rival Anna Meares, who timed 10.805, the Briton is the only rider to go under 11 seconds -- a strong indicator of her sheer power and speed going into the tournament."

1027 GMT: More from Justin as the patriotic crowd at the velodrome get geared up for Victoria Pendleton to appear. He says:

"Germany's Kristina Vogel is the fastest rider so far in 11.027 but let's see how Vicky Pendleton's legs react when the largely partisan British crowd erupt in a few moments! Australia's Ana Meares, who is last to go, is the world record holder in 10.782."

1009 GMT: CYCLING: Justin Davis has an update for us from the velodrome:

"O'Shea does enough in the 16-lap, 4 km pursuit to take the lead of the omnium standings with two races -- the scratch and the 1 km time trial -- to go. The biggest cheer of the packed velodrome went out to Ed Clancy after he moved up to second overall just two points shy of O'Shea.

"Now it's time for the women's 200m flying lap, the first installement in the long battle for individual sprint glory. After this demonstration of pure speed, in which the last 200m of the flying lap is timed, it's on to a series of duels between the riders battling for track's most prestigious gold."

0957 GMT: ATHLETICS: The women's marathon has gotten under way in central London, with the crowd -- umbrellas up -- letting out a huge roar at the start.

0952 GMT CYCLING: The weather doesn't matter inside the velodrome however, where AFP's Jusin Davis is watching the action unfold. He tells us: "A massive cheer goes up in the velodrome as Britain's Ed Clancy starts the pursuit ride of the six-discipline omnium.

"Clancy already won team pursuit gold with Britain on Friday. He is up against Australia's world champion Glenn O'Shea, a silver winner in the Team pursuit."

0949 GMT: ATHLETICS: The women?s marathon -- set to start in about ten minutes -- will pass by some of London?s most historic landmarks.

It starts and finishes on The Mall, a stone?s throw from Buckingham Palace. The route also takes in the Houses of Parliament, St Paul?s Cathedral, the Tower of London, the River Thames and St James?s Park. All of which would be very scenic if it was not so gloomy and damp out there?

0933 GMT: Meanwhile British legend and double Olympic decathlon medallist Daley Thompson seems to be having a good time getting through security at Olympic Park this morning, tweeting: "Hands up who's idea it was to use the army to do bag search. Inspired they are brilliant. They r trying to get us all to dance!"

In summary, Britons queuing up to go through security in the rain has become an occasion for dancing. Will the country ever recover from Olympic fever?

UN General Assembly denounces Syrian crackdown

UNITED NATIONS (AP) ? The U.N. General Assembly overwhelmingly denounced Syria's crackdown on dissent Friday in a symbolic effort meant to push the deadlocked Security Council and the world at large into action on stopping the country's civil war.

Before the vote, Secretary-General Ban Ki-Moon reminded the Assembly of the fresh violence in the city of Aleppo and drew comparisons between the failure to act in Syria with the international community's failure to protect people from past genocide in Srebrenica, Bosnia, and Rwanda.

"The conflict in Syria is a test of everything this organization stands for," Ban said. "I do not want today's United Nations to fail that test."

The vote came after the more powerful Security Council was stopped by a series of Russian and Chinese vetoes on resolutions that would have opened the door to sanctions on Syria.

The General Assembly vote was 133 in support of the resolution and 12 against, with 31 abstaining. Syria's ambassador angrily called the vote "a piece of theater."

Though General Assembly resolutions are unenforceable, a strong vote can carry moral weight.

Even so, the resolution's Arab sponsors this week weakened two key provisions ? a demand that President Bashar Assad resign and a call for other nations to place sanctions on Syria.

Russia and China had objected to those provisions. Both voted "no" Friday, along with Syria, Cuba, Iran, North Korea, Belarus, Bolivia, Nicaragua, Myanmar, Zimbabwe and Venezuela.

The revised resolution takes a swipe at Russia and China by "deploring the Security Council failure" to act.

Frustration over the lack of action was clear. Former U.N. chief Kofi Annan resigned Thursday as the joint U.N.-Arab League envoy to Syria after his peace proposals failed.

Friday's session rang with accusations over why Annan's mission failed.

The Syria uprising has left 19,000 dead since it erupted in March 2011. The U.N. estimates that 1.5 million people have been forced to abandon their homes but remain in the country.

"The acts of brutality that are being reported may constitute crimes against humanity or war crimes," Ban said of the Aleppo fighting. "Such acts must be investigated and the perpetrators held to account."

The resolution backs Annan's "demand that the first step in the cessation of violence has to be made by the Syrian authorities."

It also demands the lockdown of the regime's chemical and biological weapons. Israel's Ambassador Ron Prosor said, "We should not pretend that a regime that cuts the throats of children today will not be prepared to gas them tomorrow. Assad must know that he will be held accountable for using these weapons."

The resolution denounces attacks on children as young as 9 by the Syrian government, military intelligence services and militias. It condemns the increasing Syrian military reliance on heavy weapons, including tanks and helicopters, and "failure to withdraw its troops and heavy weapons to their barracks" in line with Annan's proposals.

Syrian Ambassador Bashar Ja'afari called the resolution's main sponsors, Saudi Arabia, Qatar and Bahrain, "despotic oligarchies."

"The draft resolution will have no impact whatsoever. It is a piece of theater," he told reporters after the vote. And Iran's deputy ambassador, Eshagh Alehabib, called the resolution "one-sided."

British Ambassador Mark Lyall Grant said the resolution was not meant to be balanced. The intent, he said, was to issue an unequivocal condemnation of the Syrian regime.

U.S. Ambassador Susan Rice said afterward that a reference in the resolution did amount to a demand for Assad leaving power: "Importantly, the resolution also welcomes the Arab League's July 22nd decision, which calls for Assad to step down and for a transitional government to be formed."

On Thursday, Russian Ambassador Vitaly Churkin said he could not support the General Assembly's "extremely unbalanced and one-sided resolution." He said the countries pushing the resolution were providing weapons to armed opposition groups.

The vote came a day after U.N. peacekeeping chief Herve Ladsous told the Security Council that U.N. military observers in Aleppo were seeing "a considerable buildup of military means, where we have reason to believe that the main battle is about to start." The rebels have commandeered tanks, and are bringing them into combat as Syrian warplanes strike back.

The observer mission is in the midst of a 30-day extension of its mandate, which expires on Aug. 19. Extending it would require passage of another resolution in the Security Council.

The mission has been largely kept from its work by the violence, and it is already being cut back, from its original authorized strength of 300 to currently 115 monitors and 80 civilians.

Under NY Body Piercing Law Parental Approval Now Required

Under NY...

New York governor Andrew Cuomo signed a bill Monday requiring teens to get parental consent for body piercings. The law applies to those under 18 who want a piercing somewhere other than their ears.

While previously New York law had no age limit on body piercings, the new law requires a parent?s or guardian?s permission before the piercing artist can do their job.

New York already had similar requirements for tattoos and tanning, so what prompted them to increase the restrictions on teen body piercings as well?

The real issue was health and safety, according to a statement by Governor Cuomo. Some 20% of body piercings result in an infection and people that receive body piercing have a risk of hepatitis.

These risks are decreased if parents know about the piercings, Assemblyman Michael Simanowitz, a co-sponsor of the bill, said in a public statement.

It?s not enough that a minor shows up with a signed note from mom or dad. The law requires that the adult sign at the time of the piercing and in the presence of the shop owner or the piercing specialist.

States are required to minimize health and safety risks when possible and this measure does attempt to do that. While parental permission may create a burden on teens who want body piercings, similar restrictions on minors are generally found to be a permissible restraint on their freedom.

Shops will be required to ask teens for ID before piercing and will have to keep parent signatures on file for a year under the new law, reports NBC New York.

New York joins 31 other states with laws requiring parental consent before teens can get body piercings.

Small Business Key To Middle-Class Welfare, Nearly Half Of ...

In case you had any doubts -- given the countless speeches in which U.S. politicians tout their commitment to Main Street, or the vicious battle between Mitt Romney and President Barack Obama over who loves the little guy more -- Americans adores small business.

Nearly 90 percent of U.S. adults have a favorable view of small businesses, according to new research commissioned by the Public Affairs Council, a nonpartisan trade group for public administration professionals. Of the 1,750 people surveyed by the council, 53 percent said they viewed small business very favorably, in contrast to only 16 percent that felt the same way about large corporations.

The survey revealed Americans are also willing to put their money where their mouths are. More than two-thirds of respondents -- 68 percent -- said they would prefer to do business with ?a smaller local company that may charge somewhat higher prices.? In comparison, only 29 percent would rather do business with ?a large national company offering somewhat lower prices.? Notably, the preference for smaller and local firms has risen from the 62 percent finding in the group's 2011 survey.

At the heart of Americans' love for small business, the report concludes, is the belief that a healthy Main Street means a healthy middle class. Asked which would be most important to the ?economic well-being of middle-class Americans? in the next 50 years, 49 percent of respondents said small businesses would, beating out major companies (19 percent), the government (18 percent) and labor unions (11 percent).

Yet while both ordinary Americans and politicians alike praise Main Street as the nation?s biggest job creator, some have recently called such claims overblown.

Jared Bernstein, a senior fellow at the Center on Budget and Policy Priorities, argues that economic analysts wrongly include small ?establishments? in job growth numbers, when they should only be including small ?firms.? Establishments, he said, can be units of large firms. ?I don't think The GAP, or Apple, or CVS, or UPS are ?small businesses,?" Bernstein recently wrote, ?even though they all have some small establishments that get counted that way."

?The next time someone's crowing about how the lion's share of the job growth is coming from small businesses,? Bernstein added, ?ask them if they're talking firms or establishments. If it's ?firms? they're wrong. If it's establishments, they're not really talking small businesses.?

Other interesting findings in the Public Affairs Council study (available here) include:

  • 76 percent of Americans say ?too much power is concentrated in the hands of a few large companies.? Surprisingly, this figure hardly changed during the recession.

  • ?African-Americans as a group are more optimistic than whites, with 51 percent saying the economy will get better,? the study?s authors wrote. ?In contrast, one-third (33 percent) of Hispanics are similarly optimistic, and only a quarter of whites (26 percent) believe the economy will improve.?

  • A strong majority (52 percent vs. 40 percent) feel that ?the power of the federal government to regulate big companies is a bigger threat than the power/influence of those companies,? though the public?s fear of regulation has weakened since 2011 (56 percent vs. 33 percent).

  • Anti-regulatory attitudes ?declined a bit in the early 2000s,? the authors wrote, ?but since 2008 a growing number of Americans have become more skeptical of government regulations.?

More children experience complications or unintended injuries, especially related to surgery, in academic hospitals compared with community hospitals, but adverse events in the former are less likely to be preventable, according to the Canadian Paediatric Adverse Events Study published in CMAJ (Canadian Medical Association Journal) (pre-embargo link only) http://www.cmaj.ca/site/press/cmaj112153.pdf.

Children are especially vulnerable to harms associated with medical care, such as medication errors, surgical complications and diagnostic errors.

A team of Canadian researchers undertook the Canadian Paediatric Adverse Events Study to determine the frequency, type, severity and preventability of harmful events in children in academic pediatric centres compared with those in community hospitals in Canada. They looked at medical charts of 3669 children admitted to hospital from April 2008 to March 2009 at 8 academic pediatric centres and 14 community hospitals in 7 provinces.

They found that 11.2% of children in academic centres had adverse events compared with 3.3% in community hospitals. The events occurring in academic hospitals were more likely to be non-preventable than those in community hospitals. Adverse events were highest in surgical patients (35.1%), followed by medical patients (29.8%) and ICU patients (13.3%). Emergency and maternal/obstetric adverse events were more common in community hospitals while surgical and ICU events were more frequent in academic centres.

The higher rate of adverse events for children in teaching hospitals has been previously reported. The authors suggest it may be because there are more patients in these centres with complex illnesses, more caregivers and more handoffs between caregivers, health care trainees and other factors.

"We found a predominance of adverse events related to surgery," writes Dr. Anne Matlow, former Medical Director, Patient Safety, The Hospital for Sick Children (SickKids), currently Vice-President, Education, Women's College Hospital, with coauthors. "This high incidence in academic centres could be explained by the Canadian practice of performing most surgery in children under 5 years of age in such facilities."

"Our findings are likely not unique to Canada. Risk factors for unsafe care in pediatrics are universal, including children's physical characteristics and developmental variability," conclude the authors. "We hope our results will catalyze widespread efforts to improve pediatric health care in Canada."
